In a zip-lock bag, combine beer, oil, salt, garlic, and pepper. Add steak; turn to coat. Seal and chill for several hours.

Remove meat from bag. Discard marinade. Place meat in a shallow baking pan.

Broil for 7 minutes on each side. Cut into thin slices.

In a skillet, melt butter. Add onion, salt, pepper, and paprika. Cook until tender about 5 minutes.

Place steak on a toasted bagel. Top with onions. Spread horseradish mustard on tops. Press together and serve.
