In a large dutch oven or saucepan, brown ground beef, add onion and green peppers. Cook until beef is browned, drain excess fat. add the tomato soup, tomatoes, broth and salt and pepper to taste. Turn heat down and simmer for about 30 minutes. Cook white rice and add about 1/4 cup to each bowl, add 1 cup soup and service
