cook onion, bell pepper, celery and garlic in the olive oil

add rice and stir to coat

bring broth and wine to a boil in a separate pot and the pour over rice

add all spices and stir

simmer, covered, for 10 minutes

put shrimp and scallops on top and simmer 10-15 minutes more

add parsley and cherry tomatoes if using and mix

steam mussels and / or clams in 1 inch of vegetable broth. When they open, they are done, and arrange them on top of the paella. If they do not open, throw them out.
