Season steak with pepper and cook in an oiled skillet over medium high heat. Remove from heat and cut into strips.

In another medium sized skillet, melt butter and saute onions, red peppers and green peppers. Cook until softened and a bit wilted, then remove from heat.

Meanwhile, stack tortillas and wrap in tin foil. Warm in an oven preheated for 375 degrees F. for 10 minutes.

To assemble burritos, layer tortillas with divided steak strips, vegetables, salsa, and cheese. Fold tortillas into burritos and serve.
