In a small saucepan, add water and instant rice. Cook to package instructions.

Season steak with pepper and cook in a large oiled skillet over medium-high heat.

Meanwhile, stack the tortillas and wrap in tin foil. Warm in oven preheated to 375 degrees F. for 10 minutes.

To assemble burritos, divide rice and lay on tortillas. Cut steak into strips and divide, topping with equal amounts of salsa, cilantro, cheese and sour cream. Roll into burritos and serve.
