Cut tops off the peppers, empty them, and bake at 350 in a pan with a little water in the bottom

Brown the meat with the onions (diced) and the leftovers from the tops of the peppers

Cook the quinoa in the chicken broth

Add salt, pepper, garlic, a little parsley and oregano, and brown sugar
