Preheat oven to 350 degrees F. Spray large baking sheet with nonstick cooking spray; set aside.

In medium bowl, combine mustard, orange juice, and soy sauce. Brush chicken on both sides with mustard mixture. Set aside.

On sheet of wax paper, combine the crumbs, orange zest, onion powder, and pepper. Dredge chicken, firmly pressing on crumb mixture, coating both sides.

On prepared baking sheet, arrange chicken; bake 15 minutes. Turn chicken; bake 15-20 minutes longer, until cooked through.
