Directions:  
heat oven to 350. spray 9x13 pan with non stick spray.
in a large bowl combine dry ingredients except chocolate chips.
stir in melted butter, beaten eggs and vanilla.
stir in chocolate
press half of dough in pan and top with 1/4 cup chocolate chips
crumble remaining dough on top. press down lightly and sprinkle with 1/4 cup chocolate chips.
bake 25-30 minutes until golden. cool at least one hour before cutting.
