Dust steak with flour and brown over med heat

Heat oven to 325

Combine remaining ingredients in a large bowl. Add 2 c. water and stir again.

Place brown steak in baking dish, pour over gravy mixture, and cover tightly with foil.
Bake 2-3 hours until meat is fork tender. Remove foil during last 30 min to thicken gravy.
