Preheat oven to 350 degrees. Line 12 cup muffin tin with paper liners.

In a large bowl, combine flour, cocoa, baking powder, baking soda, and salt.

In another large bowl, beat butter and sugars with an electric mixer until fluffy.

Add eggs, one at a time, beating well after each addition.

Beat in vanilla. Add flour mixture, alternating with milk until batter is smooth.

Fill muffin cups 2/3 full and bake for 20 minutes.
