in large dutch oven or pot, brown ground beef, add onions and green pepper and cook about 5 minutes more until onions are tender. Add 1/2 cumin and chili powder, and all the garlic. add salt & pepper to taste. add tomatoes and chili beans. add remaining balance of chili pepper and cumin. I add about 1 cup of water if I want more liquid in the chili. Bring to boil, then lower heat to simmer about 1 hour.
