Directions:  
Place salmon in a pan. Add cold water to cover the fillet by 1 inch and sprinkle with 1 tsp salt. Place pan over high heat and bring to a boil. Cover and remove from heat. Let stand 10 minutes

Remove salmon from water, drain and place in refrigerator until chilled.

In a small bowl, place yogurt, anchovies, scallions, parsley, tarragon, garlic, lemon juice, vinegar, remaining 1/8 tsp salt and pepper. Stir gently. Cover and refrigerate.

Bring salmon to room temp before serving. Top with yogurt mixture.
