Directions:  
blanch 12 large cabbage leaves cut in half and remove vein
mix ground beef, celery, onion, salt, garlic powder and egg together divide in 12 equal portions, ice cream scoop is perfect. Roll beef mixture up into cabbage 1/2 leaf and place in casserole that has been sprayed. mix beef base water tomato sauce, diced tomatoes brown sugar and vinegar together pour over tools and bake in a 350 over for 1 1/2 hours.
