Preheat oven to 375ºF. In a bowl, combine beef, onion, oatmeal, beaten egg, milk and ketchup. Add spices and mix weel. Gently press into a loaf pan. Bake, uncovered, for 20-25 minutes, or until juices run clear.

Pour off grease. Sprinkle cheese on top of the meatloaf and broil for 3-5 minutes, until cheese is lightly browned. Sprinkle with green onion, cut into 2 pieces and serve.
